What the UK’s retrofit agenda means for commercial facade restoration

The UK’s commercial property sector is under growing pressure to improve the performance of existing buildings.

For years, sustainability conversations focused mainly on new construction. Developers, landlords and property owners were encouraged to build more efficient offices, retail spaces, hotels and public buildings. That still matters, but the conversation has shifted.

The bigger challenge is now the buildings we already have.

Research from LETI, a network of more than 1,000 built environment professionals and publisher of the Climate Emergency Design Guide, notes that around 80% of the UK’s building stock will still be in use in 2050. That is a significant challenge, given that the UK currently has the oldest building stock in Europe.

If the country is serious about net zero, those buildings cannot simply be ignored, demolished or replaced. They need to be upgraded, maintained and restored.

For commercial property owners, that makes facade restoration increasingly important. A building’s envelope is not just a visual feature. It affects energy performance, maintenance costs, carbon emissions and long-term resilience.

This is where commercial facade restoration fits into the wider retrofit agenda.

Retrofit is moving up the policy agenda

The UK Government has invested heavily in public-sector building decarbonisation, including funding for heat decarbonisation and energy efficiency upgrades.

Minimum energy efficiency standards are also tightening across parts of the non-domestic property market.

In June 2026, the Government confirmed its intention to improve non-domestic Minimum Energy Efficiency Standards. Under the current proposal, privately rented buildings over 1,000 square metres in England and Wales would need to reach EPC B from 2031 (where cost-effective).

That doesn’t mean every commercial building must be rebuilt. In fact, it points in the opposite direction.

The most practical route for many building owners will be planned retrofit, targeted upgrades and better maintenance of existing assets. That includes roofs, glazing, insulation, heating systems and, importantly, facades.

Why facades matter in retrofit planning

A commercial building’s facade plays several roles at once.

It protects the structure from rain, wind, pollution and biological growth. It affects thermal performance, daylight, ventilation and moisture movement. It also defines how the building is perceived by tenants, visitors, customers and investors.

When a facade is allowed to deteriorate, the consequences go beyond appearance. Dirt, algae, pollutants and water ingress can contribute to surface damage, staining, corrosion, poor moisture management and declining performance.

In some cases, property owners let problems fester until replacement appears to be the only option. That is often the most expensive and carbon-intensive outcome.

Commercial facade restoration offers a different approach. By cleaning and preserving the existing building envelope, landlords and facilities teams can extend service life, reduce waste and avoid unnecessary replacement.

Whole-life carbon is changing the decision

The case for restoration has become stronger as whole-life carbon has become more central to property decision-making.

As we explored recently, the built environment can no longer focus only on operational emissions. The carbon created during manufacture, transport, installation, replacement and disposal must also be considered.

RICS’ Whole Life Carbon Assessment standard, now in its second edition, gives the industry a clearer framework for measuring carbon across the full life of an asset. This matters because facade replacement carries a significant embodied carbon cost.

Research by Arup and Saint-Gobain found that the embodied carbon of facade systems ranges from 160 to 520 kg of CO2 equivalent per square metre of facade, depending on system type and design.

For a large commercial building, that becomes a major carbon liability.

If an existing facade can be restored, cleaned, repaired and maintained, much of that embodied carbon can be preserved. If it is replaced, the building owner creates a sizeable carbon spike through manufacturing, transport, installation and waste.

Part Z and the direction of regulation

Although the UK doesn’t yet have a full embodied carbon regulation for commercial buildings, the direction is becoming clearer.

The proposed Part Z amendment to Building Regulations has helped push whole-life carbon higher up the agenda. As we explored in our recent article, Why ‘Part Z’ could redefine commercial property restoration, the proposal would introduce mandatory whole-life carbon assessments and embodied carbon limits for some building projects.

Part Z is not law, but it reflects a wider shift in the sector.

Investors, developers and asset managers are increasingly being asked to justify why existing materials should be removed when refurbishment is technically viable. That question is especially relevant to facades because they are material-heavy, highly visible and costly to replace.

In practical terms, this means commercial facade restoration is morphing from a maintenance decision to a carbon reduction and long-term asset planning strategy.

What Quay Quarter Tower proves about reuse

One of the strongest recent examples of retrofit-first thinking is Quay Quarter Tower in Sydney.

Rather than demolishing the 1970s commercial tower and starting again, the project team retained around 65% of the original structure and 98% of the structural walls and core. This saved approximately 12,000 tonnes of embodied carbon.

The project isn’t directly comparable to every UK commercial building, but the principle is highly relevant.

Retain what you can. Upgrade what you must. Replace only where there’s a clear technical, safety or performance case.

For UK property owners, the same thinking can apply at facade level. A tired, stained or weathered facade doesn’t always need to be removed. In many cases, cleaning, restoration, localised repair and selective component replacement can recover appearance and extend performance without the cost and carbon burden of full replacement.

Where restorative cleaning fits in

Restorative cleaning is one of the practical tools that supports facade lifecycle extension.

But it’s not simply a cosmetic process. When carried out by experienced specialists, restorative cleaning removes pollutants, biological growth, staining, surface contamination and built-up grime that contribute to long-term facade deterioration.

Different materials require different methods. Stone, brick, glass, anodised aluminium, powder-coated metal, terracotta and modern cladding systems all respond differently to cleaning and restoration. That is why test panels, substrate assessment and method selection are important.

For heritage buildings and sensitive masonry, systems such as DOFF Steam Cleaning can be used where a low-impact method is required. For modern commercial facades, other specialist cleaning and restoration processes are usually more suitable.

The aim is the same in every case: to preserve the existing facade for longer, reduce the need for replacement and maintain the building’s appearance and performance.

The cost case for facade restoration

The carbon argument is important, but commercial property decisions also need to make financial sense.

That difference matters for landlords, facilities managers and asset owners trying to balance budgets against tightening sustainability expectations.

Restoration can also reduce disruption. Many facade restoration projects can be completed while a building remains occupied, avoiding the programme complexity, tenant disruption and operational downtime associated with major replacement works.

What building owners should do next

Commercial property owners should start by assessing the current condition of their facades as part of wider retrofit planning. That means understanding:

  • The condition of the facade materials.
  • The level of contamination, staining or biological growth.
  • Any signs of water ingress, sealant failure or localised deterioration.
  • Whether restoration, cleaning or localised repair could extend service life.
  • How facade works fit into wider energy efficiency and carbon reduction plans.

This kind of assessment helps property teams make better decisions. Instead of waiting until replacement feels unavoidable, they can plan earlier, spend more effectively and preserve more of the existing building fabric.

Commercial facade restoration: The modern retrofit strategy

The UK retrofit agenda is not only about heat pumps, solar panels and insulation. It’s also about making better use of the buildings and materials already in place.

For commercial buildings, the facade is central to that challenge. It protects the building, shapes energy performance, affects visual appeal and contains significant embodied carbon. Restoring and maintaining it properly can reduce cost, cut waste and support a more sustainable approach to property management.

As regulations tighten and whole-life carbon becomes more important, commercial facade restoration plays an increasingly important role in helping building owners move from replacement-first thinking to retrofit-first planning.
